Berkeley: Panel describes damage of prison system solitary confinement practices

Some 80,000 to 100,000 prisoners across the country languish in solitary confinement, housed in windowless cells the size of bathrooms for 22 to 24 hours a day, said Ron Stief, executive director of the National Religious Campaign Against Torture.
